Leisure and Environment Committee Minutes – 22 May 2017

1. Election of Chairman

There was one nomination for Cllr F Nicolson.  Cllr A Jordan PROPOSED that Cllr Fiona Nicolson is appointed as Chairman of the Leisure and Environment Committee for the year 2017-18; SECONDED by Cllr R Jordan.  The vote was unanimous.

2. Election of Deputy Chairman

There was one nomination for Cllr B Jackman.  Cllr J Aves PROPOSED that Cllr Barry Jackman is appointed as Deputy Chairman of the Leisure and Environment Committee for the year 2017-18; SECONDED by Cllr M Berridge.  There voted 6 in favour; 1 against and the Motion was carried.

3. Apologies

Apologies were received from Cllr B Jackman.

4. Declarations of Interest

There were none.

5. Recording of the Meeting

All present were asked to note that this meeting is recorded by the Council and may be recorded by members of the public.

6. Minutes

Cllr J Aves PROPOSED that the Minutes of the Leisure and Environment Committee meeting of 24th April 2017 be approved; SECONDED by Cllr R Jordan.  There voted 6 in favour; 1 abstention and the Motion was carried.

7. Allotments

i) Update

Cllr R Jordan reported that the site was overall in good condition.  She noted that the matter of tenants’ dogs being allowed on the allotment had never been formally agreed and that an amendment to the tenancy agreement was needed.  Cllr R Jordan PROPOSED the following amendment:

“The tenants shall not bring dogs onto the allotment without prior written consent, and the dogs must be kept on the owner’s plot and any excrement removed from the site.”

SECONDED by Cllr A Jordan.  There voted 6 in favour,1 abstention and the Motion was carried.

ii) Update on s106 Funding

The matter is ongoing.

iii) Allotment Deposit

The tenant of plot 11b had appealed against an earlier decision to retain her deposit following the surrender of her tenancy since it did not appear that the plot had been cultivated, although it had been covered.  She stated that she had cleared a lot of the weeds as the plot had been overgrown when she first took it on.  After some discussion Members agreed that the terms regarding the deposit needed to be clarified and it was suggested that in future, a photo should be taken of any plot when the tenancy is first accepted.  Cllr R Jordan PROPOSED that the £30 deposit is returned to the former tenant of plot 11b; SECONDED by Cllr J Aves.  There voted 6 in favour; 1 against and the Motion was carried.  Cllr R Jordan and Cllr Nicolson to take the review forward.

8. Cemetery – Update

There was none.

9. Recreation Grounds

i) Update

Cllr F Nicolson reported a minor issue with litter bins not locking.

ii) Update on Proposed Adult Fitness Equipment Event on 24th June

The Clerk had invited four companies to the public event, one of whom had accepted.  The event was also being advertised in the Parish Magazine and on the town website.  Cllrs Isbester, Nicolson, A and R Jordan agreed to attend the exhibition which will be held on the Town Hall forecourt, or inside if it rains.

10. Footpaths

i) Update

Cllr M Berridge said there had been no complaints.  Cllr A Jordan commented that an excellent job had been made of clearing the Town Mill path.

ii) Walkers Are Welcome Grant Application to HCC

Walkers Are Welcome sought the Town Council’s support in applying for an HCC grant of £250 towards the installation of two kissing gates on one of the footpaths.  Cllr F Nicolson PROPOSED that the Town Council supports the Walkers Are Welcome grant application in principle; SECONDED by Cllr C Isbester.  There voted 6 in favour, 1 abstention and the Motion was carried.

11. Flood Plan – Update

Cllr C Isbester would circulate a draft to the Committee for discussion at the next meeting.  The Flood Risk Assessment was in an early draft stage; both would be sent to the Environment Agency for comment.

12. Wildlife Trust Headwaters HLF Bid

Cllr C Isbester confirmed that a letter of support from the Town Council had been sent.

13. Correspondence and Announcements

Land behind Micheldever Road – further to an enquiry from one of the prospective Tree Wardens regarding conservation of the field, it was agreed to direct her to contact the BDBC Tree Officer and Biodiversity Officer, with advice to contact the Town Council again if further support is needed.
