4. Minutes

Cllr F Nicolson PROPOSED that the Minutes of the Development Committee meeting of 15th May 2017 be confirmed; SECONDED by Cllr H Titcomb.  There voted 5 in favour, 1 abstained and the Motion was carried.

7. Planning Applications

Proposal T1 Common Yew – remove Hawthorn growing inside of Yew and reduce canopy/crown by 1m, leaving a height of approx. 7m and a spread of 4m

Response It was noted that the trees are huge and overbearing and would benefit from the pruning. Cllr B Jackman PROPOSED no objection; SECONDED by Cllr H Titcomb. The vote was unanimous.

Location Testbourne Community School, Micheldever Road, Whitchurch, RG28 7JF
Proposal Construction of an external 3G Artificial Turf Pitch (ATP) with fencing, floodlighting, and a storage container
Response (Cllr J Wall declared an interest in this item, moved to the public gallery and took no part in the discussions.) Mr B Jackman, Chairman of Whitchurch United FC, addressed the meeting to voice his concerns over the siting of the artificial turf pitch alongside the Club’s boundary. This would mean that if the new pitch was in use no match could be played by the Club because of proximity (i.e. confusion over two referees’ whistles and instructions). He also pointed out that the proposals for installing drainage pipes connecting to an ‘existing’ rainwater system appeared to be flawed as there was no such system in existence. After a full discussion the consensus among Members was that whilst the 3G pitch was much needed, it would be sited in the wrong location.

Cllr A Jordan PROPOSED objection for the following reasons:

  • The current location is too close to the WUFC pitch
  • There appears to be inadequate drainage provision
  • It is unclear if the pitch is multi-use
  • The proposal as submitted crosses the new pupil access footpath coming from the new development
  • Local residents have not been consulted over the floodlighting installation.

SECONDED by Cllr A Klemz; the vote was unanimous.

Note: 16.12.16 – further response sent to BDBC. “Whitchurch Town Council previously objected to this application due to concerns on several issues.  However, following the receipt of further information and a meeting with the parties involved, those concerns have now been addressed to Members’ satisfaction and the Council wishes to WITHDRAW its previous objection, and fully supports the provision of a 3G Artificial Turf Pitch.”


Planning applications for works at the Anaerobic Digester at Faulkners Down Farm, Picket Piece, have been withdrawn.

7. Tree Warden

Cllr J Buckley said that areas of the town had been divided up among the 5 or 6 volunteers, according to where they live.  The Clerk was asked to forward a plan to the Tree Wardens for information. ACTION: KB

8. Proposed Road Works to Town Square

The Clerk reported that there was confusion between various parties as to the proposed road works to The Square, and that she was awaiting confirmation from Jenny Moon at HCC that, as had been previously confirmed with HCC, the granite setts on the roundabout would be replaced with white painted tarmac and the block paving will be retained and repaired where necessary.  The works were likely to commence in September.  The Clerk to confirm when confirmation is received. ACTION: KB

9. Speed Limit Reminder Sign

It was noted that the hedge obscuring the SLR sign on London Road had been cut back.  However, the sign is calibrated for the 20mph zone but still activating too early while drivers are in the 30mph zone, meaning false data is being collected.  The equipment is several years old and the Clerk was asked to find out the cost of an upgrade, and to circulate the list of the current locations for review. ACTION: KB

10. Timetable Notices for Bus Route 59

Cllr A Klemz PROPOSED that permission is granted for bus timetable display cases to be put up on the Town Council’s bus shelters; SECONDED by Cllr J Buckley.  The vote was unanimous.

11. Possible CCTV in Town Centre

It was agreed to defer this item to the next Committee meeting, following the Clerk’s meeting with a BDBC Community Safety Officer tomorrow.

12. St Mary Bourne Neighbourhood Plan

There were no comments.

13. List of s106/CIL Footpath Improvement Projects

Cllr Buckley suggested holding a workshop session to review the priority list in detail, Cllr A Klemz to suggest some dates. ACTION: AK

14. Railway Inn Station Car Park

Following closure of the station car park, Cllr J Buckley said that it was causing problems for the staff of Ardglen businesses, commuters from St Mary Bourne as well as Whitchurch residents.  He suggested that WTC works with the Ward Councillors, who could draw this to BDBC’s attention, to develop preferred options for action.  The Clerk was asked to invite the Ward Councillors, County Councillor and MP to a meeting at 7.00 pm on Monday 26th June, before the Development Committee at 8.00 pm. ACTION: KB
