2. Declarations of Interest
There were none.
3. Recording of the Meeting
All present were asked to note that this meeting is recorded by the Council and may be recorded by members of the public.
Cllr S Egan PROPOSED that the Minutes of the Leisure and Environment Committee meeting of 16th January 2017 be approved; SECONDED by Cllr B Jackman. There voted 6 in favour, 1 abstention and the Motion was carried.
Cllr R Jordan said that there were currently two vacancies at the site, which were under offer.
ii) Possible s106 Funding and Way Forward
The matter is ongoing.
Cllr F Nicolson reported that two moles had been caught and the cemetery will be monitored for any further activity. The split in the Western Red Cedar had been braced and made safe.
ii) Request for Planting of Commemorative Trees
A request had been made to plant commemorative pear trees on the avenue to the north side of the cemetery. Cllr F Nicolson PROPOSED that the planting of pear trees is approved; SECONDED by Cllr B Jackman. The vote was unanimous.
iii) Scattering of Ashes in the Cemetery
Members discussed at length whether a designated area of the cemetery should be set aside for the scattering of ashes. The majority of the Committee were supportive and Cllr C Isbester suggested that this would be an opportunity to create a wildflower area on the same spot. Cllr F Nicolson PROPOSED that ashes may be scattered in a designated area in the cemetery; SECONDED by Cllr R Jordan. There voted 6 in favour; 1 against and the Motion was carried.
Cllr B Jackman agreed to mark out the designated area; the Clerk to seek advice on wildflower planting. ACTION: BJ/KB
There was a further discussion on who would be eligible to use this area and what the fee should be. Cllr F Nicolson PROPOSED that the fee for scattering ashes should be set at £125; SECONDED by Cllr B Jackman. The vote was unanimous. The Clerk agreed to draft some criteria relating to local connections and circulate to the Committee. ACTION: KB
7. Recreation Grounds
- Alliston Way – the Clerk reported a medium risk had been raised where a bin was unlocked. She had inspected the site and re-locked both bins.
- Kingsley Park – Cllr F Nicolson had dealt with an accumulation of leaves which had been identified as a medium risk in the Borough inspection report.
ii) Proposed Adult Fitness Equipment
The Clerk said she had prepared an item for the next issue of the Parish Magazine to seek the community’s views on the provision and types of fitness equipment.
8. Footpaths – Update
There was none.
9. Flood Plan
Cllr C Isbester said that a meeting would be held on Wednesday, 1st March.
The HCC Countryside Access Team (North area) was arranging a series of workshops on Rights of Way, dates to be circulated.
The meeting closed at 8.03 pm.
